If making homemade adobo sauce, add all of the ingredients to a small mixing bowl and whisk together until evenly combined. Set aside.

Add the garlic and salt to a mortar and pestle, then crush. Add the remaining marinade ingredients and keep crushing until it’s all combined.

Place steak in a bowl and put the sauce on top, let it marinade at least 20 mins at room temperature or in the fridge at least 2 hours.

Bring the steak to room temperature for at least 30 minutes before cooking.
In a large skillet over medium-high heat, heat 3 tablespoons olive oil until shimmering. Add marinated steak to the skillet and cook until medium-rare, stirring as needed. Transfer it to a cutting board and chop into small pieces.
Serve warm with desired toppings.
