To a mixing bowl add the softened goat cheese, softened cream cheese, green onions, one tablespoon of the chopped parsley, and the freshly ground black pepper.
Using a hand mixer, whip the ingredient together until the mixture's smooth and evenly combined.
Using a small cookie scoop, scoop an even scoop of the mixture. Roll it, between clean hands, into a ball then transfer it to a clean sheet or parchment paper. Repeat until all the cheese mixture's been formed into cheese balls.
Add the croutons to a blender, or food processor, and pulse until they're finely ground.
Transfer the ground crouton crumbs to a small mixing bowl. Add the remaining parsley, and stir together until evenly combined.
Working with one cheese ball at a time, roll it in the bowl of seasoned bread crumbs until evenly coated. Place the mini cheese ball onto a waiting serving tray. Repeat until all the mini cheese balls are coated and on the serving tray.
Stick a pretzel stick into the top center of each mini goat cheese ball.
