In a large, oven safe skillet brown the beef with the onions and garlic, crumbling as it cooks, until the beef is browned throughout. Sprinkle the flour overtop, then stir to evenly combine, and cook for 60 seconds.
1 lb lean ground beef, 1/2 cup diced yellow onion, 1 tsp minced garlic, 2 tbsp flour
Pour the soup and milk into the skillet, stirring to combine. Cook over medium heat, simmering until the mixture has thickened.
1 10 oz can condensed beef consume, 1/2 cup whole milk
Add the Worcestershire sauce, vegetables, and stir until the mixture's evenly combined. Season with salt & pepper, to taste.

Spread the mixture out evenly in a 9x13" baking dish. Spread the shredded cheese evenly out overtop.
1 cup shredded cheddar cheese
Top with tater tots, spreading them out in a spiral manner, working from the outer edges in until the casserole's completely covered.
1 32 oz bag frozen tater tots
Bake at 425° for 25-30 minutes, just until the tater tots are golden brown and the sauce is bubbling on the edges.
